   Waterloo requires valid CTS certificates for all three OFAI stages before the application deadline, and applicants still working on a certification are not considered. Start testing early: OFAI bookings close five business days before each test date, and failed attempts carry a 15-day wait after a first failure and a 30-day wait after later ones.

   Create an account at ofai.ca and book in sequence. Stage One is the FACT written test, $75.00 plus HST, 110 multiple-choice questions in up to three hours, with a certificate valid for 24 months. For first-time candidates the Stage Two Hearing Assessment ($50.00 plus HST) and Encapsulated Treadmill Test ($110.00 plus HST) are booked together on the same date, while the Vision Assessment is completed separately with your own eye care professional using the OFAI form.

   Stage Three has two parts: the FPAT, $212.00 plus HST, six timed events in full PPE weighing about 23 kg, and the Firefighter Technical Skills Assessment, $270.00 plus HST, six evolutions for which OFAI advises completing formal firefighter training first. Watch certificate life: the treadmill certificate is valid for six months and the FPAT for 12 months, so plan your booking order so everything is still valid at Waterloo's deadline.

   Treat the physical test days carefully. Avoid caffeine, energy drinks, and alcohol for 12 hours and all exercise for four hours beforehand, because on-site blood pressure and heart rate screening can end your day, and OFAI does not accept doctor's notes in place of passing readings.

2. 2Application to a posted competitionProof of required certifications must be attached to the application; requirements must be met and maintained from the deadline through the recruitment and selection process.

   There is no standing application. Waterloo tells candidates to check the city's job opportunities page to find out if it is hiring, so check it regularly and be ready to move when a probationary firefighter competition posts.

   Attach proof of every required certification to the application itself: OSSD or equivalent, NFPA 1001 Level 1 and 2 and NFPA 1072 or NFPA 472 Operations with IFSAC or Pro Board seals, all three OFAI CTS certificates, CPR-BLS, and EMR or equivalent. Requirements must be met at the deadline and maintained through the whole selection process, and applicants still in the process of obtaining a certification are not considered.

   Order a current driver's abstract before you apply and check it against the city's standard: a valid MTO DZ licence in good standing, a maximum of 3 demerit points, no more than 2 convictions in the previous 36 months, no driving-related Criminal Code convictions in that period, and no ignition interlock restrictions.

   Strong files also show the assets Waterloo lists: NFPA 1002, Emergency Vehicle Technician certification, skilled trades background, firefighting experience, community service, an outstanding employment record, and clear evidence of teamwork and communication. State these plainly in your application rather than hoping a reviewer infers them.

3. 3Psychological resiliency testingThrough a third-party provider chosen by the city.

   Waterloo runs psychological resiliency testing through a third-party service provider chosen by the city, and results must be satisfactory to the city. The format and provider are not published, so confirm session details with the department when you reach this stage.

   Answer honestly and consistently. Assessments of this kind typically build in consistency checks, and answers coached toward an imagined ideal tend to read as evasive rather than impressive.

   Arrive rested and treat the session as seriously as an interview. If you need an accommodation, raise it with the city before the appointment, not on the day.

4. 4Pre-employment medical and police vulnerable sector checkConditions of employment through city-chosen providers.

   These are conditions of employment: a pre-employment medical evaluation through a third-party provider chosen by the city, and a police vulnerable sector check that includes a criminal record and judicial matters check, with results satisfactory to the city.

   Start the vulnerable sector check as soon as the city directs you, since police processing times vary and you usually request it through the police service where you live. Confirm with the department which check it needs and how recent it must be.

   For the medical, keep your conditioning up between the offer and the appointment, bring corrective lenses and a current medication list, and disclose honestly. Your OFAI Stage Two results do not replace this evaluation, which is a separate city requirement.

   Requirements must be maintained through the process, so keep your DZ abstract clean and your certifications current until your start date. Tell the department promptly if anything on your file changes.
