How to Become a Firefighter in Ottawa: Ottawa Fire Services Recruitment and Requirements (2026)

How to become a firefighter in Ottawa: the certifications, licence and aptitude route Ottawa Fire Services' 2026 posting asks for, the language rule and the pay.

Founder, Semparo11 min read

Ottawa Fire Services hires firefighters who arrive already trained. Its posting asks for NFPA 1001 Level 1 and 2, a hazardous materials certificate at the Operations level and a Class D licence with a Z endorsement and no more than three demerit points, and you choose between bringing an OFAI aptitude certificate or sitting a test Ottawa arranges. Little of that can be started and finished inside a posting window of about two weeks, so plan to complete it between competitions.

This guide follows the City of Ottawa's most recent Firefighter posting (requisition 23539), the City's careers pages on its job board, and OFAI's Stage One page, all read in October 2026.

What are the requirements to become a firefighter in Ottawa?

The City's September 2026 Firefighter posting asks for an Ontario Secondary School Diploma or academic equivalent, NFPA 1001 Level 1 and 2, and NFPA 470, 1072 or 472 at the Operations level, each with an IFSAC or Pro Board seal. You also need an Ontario Class D licence with a Z air brake endorsement and no more than three demerit points, plus either a current OFAI Stage One certificate or Ottawa's own aptitude test.

RequirementWhat the posting asks forProof
EducationOntario Secondary School Diploma (Grade 12) or an academic equivalent diplomaProvided before you start work, per the City's careers FAQ
Firefighter certificationNFPA 1001 Level 1 and 2IFSAC or Pro Board seal, or an Ontario Fire Marshal's Office Letter of Compliance
Hazardous materialsNFPA 470, 1072 or 472, Operations levelAs above
AptitudeA current, valid OFAI Stage One FACT certificate, or an aptitude test as required by Ottawa Fire ServicesThe OFAI certificate, if that is your route
Driver's licenceOntario Class D with a Z air brake endorsement and no more than three demerit points, or a provincial or territorial equivalentLicence document required

Three details are easy to miss:

  • No first aid or CPR line. The certifications section of the September 2026 posting lists no first aid or CPR certificate, although its job summary names emergency medical aid and CPR among a firefighter's duties. If a later posting adds a certificate, that posting governs.
  • Experience can stand in for schooling. The posting says experience and formal training, combined with demonstrated performance and ability, may substitute for the stated academic requirement.
  • Education from outside Canada needs an assessment. The City's careers FAQ says successful candidates educated abroad must provide an educational credential assessment (ECA) from one of five named providers, World Education Services among them, and that processing typically takes about 1 to 16 weeks.

What fire certifications does Ottawa want before you apply?

Two: NFPA 1001 Level 1 and 2, and a hazardous materials certificate at the Operations level under NFPA 470, 1072 or 472. Each needs proof of an IFSAC or Pro Board seal, and the posting accepts a Letter of Compliance with NFPA standards from the Ontario Fire Marshal's Office, the grandfathering route, in place of seals.

The posting marks these as documents required, so you need the certificates themselves as well as the training. Before a competition opens, check three things on each certificate: the standard number, the level (Operations, for the hazmat certificate), and the seal. A certificate without a seal does not satisfy that line on its own.

This is the main difference from departments that hire untrained recruits and certify them in their own academy: in Ottawa, you complete fire school before you apply, and you pay for it and spend the time on it yourself.

Does Ottawa Fire Services require the OFAI FACT?

No. It accepts the FACT or a test of its own. The posting asks for a current and valid OFAI Stage One Candidate Testing Services certificate, or completion of an aptitude test as required by Ottawa Fire Services, which is not needed before you apply, though you must say on the application that you do not hold the OFAI Stage One certificate.

The posting does not name the alternative test, describe its content or give its fee, so the FACT is the only one of the two whose format you can study in advance. OFAI's Stage One page publishes these details, as of October 2026:

  • 110 multiple-choice items in up to three hours, in a proctored computer lab.
  • Five areas: Reading Ability (15 items), Mathematical Reasoning (15), Map Reading (10), Writing Ability (10) and Personal Characteristics (60), weighted 45 percent aptitude and 55 percent character.
  • Pass or fail only. Candidates do not receive a mark, and fire services are not given results.
  • $75.00 plus HST, with a passing certificate uploaded to your OFAI account within three business days and valid for 24 months.
  • After a first fail you wait 15 days to retake, and 30 days after every later attempt.

Ottawa's posting asks for a "current" certificate. A FACT pass lasts 24 months, so a certificate earned long before a competition can expire before the next posting appears. A FACT certificate is also an OFAI credential rather than an Ottawa one, so the same pass can support an application to any department that asks for OFAI Stage One, under that department's own rules. OFAI's Stage One page carries the booking link, and it points to the official FPSI orientation guide, a 40-question practice test you order from FPSI rather than OFAI.

For the aptitude half, our timed practice built on the FACT's aptitude sections runs Reading Ability, Mathematical Reasoning and Map Reading at OFAI's published item counts, then a 12-item character walkthrough that is deliberately not scored. It has no Writing Ability section, so give that part of the FACT separate attention.

What licence do you need for Ottawa Fire Services?

A valid Ontario Class D licence with a Z air brake endorsement and no more than three demerit points, or a provincial or territorial equivalent. The posting asks you to possess that licence and marks it as a required document, so finish the Z endorsement before a posting opens.

You can meet the demerit limit now and exceed it later: a ticket in the months before a posting can push you past three. The job description explains why the licence is required: it lists driving and operating apparatus in accordance with policy and the Highway Traffic Act among a firefighter's duties.

Do you need to speak French to be an Ottawa firefighter?

Not for the September 2026 posting. Its language requirement reads "English oral, reading, writing," and it names no French requirement.

The City's careers FAQ explains that each City job is one of three language types: English only, designated bilingual, or designated Day 1 ready, where proficiency is needed on hire. The type is printed in the "What you need to know" section of each posting, so check that line on the next firefighter competition. It may differ from this one.

Is Ottawa Fire Services hiring right now?

Not as of October 2026: its last career competition has closed. The Firefighter posting, requisition 23539, appeared on the City's job board dated 21 September 2026 and listed "Application Close: 04/10/2026," which is October 4, 2026 in the board's day-first date format. The posting gave no date for the next one.

The City's own pages suggest two habits. First, the job board lets you create job alerts from a candidate account, sent daily, weekly or monthly, and the Ottawa Fire Services listing on the City's job board is where the posting appeared. Second, the posting asked applicants to save a copy of the job poster, because it stops being available once the closing date passes. Do that every time: requirements can change between competitions, and your saved copy is the record of what you applied against.

Between competitions, Semparo's Ottawa department page keeps the requirements, the official source pages and the date we last checked them in one place.

How much do Ottawa firefighters make?

The September 2026 posting listed $33.819 to $56.365 per hour at 2026 rates of pay, for full-time permanent positions at 42 hours a week. Firefighters work a 24-hour shift schedule averaging 42 hours a week over a four-week period, weekends and holidays included.

The posting sits under the City's Emergency and Protective Services Department. For scale, the City's Ottawa Fire Services careers page says the service runs 45 stations covering approximately 1,000,000 residents across 2,796 square kilometres, and that its team includes volunteer firefighters as well as career firefighters. Volunteer recruitment is a separate stream from the career posting this guide covers.

What happens after you apply to Ottawa Fire Services?

The posting does not set out its selection stages. It says only candidates selected for interviews will be contacted, that the successful candidate completes a Level 3 Vulnerable Sector Check with the police service in their own jurisdiction, and that the City provides accommodation during all parts of the hiring process on request.

What the City's pages do confirm:

  • The police check must come from a police service. The posting and the City's careers FAQ both say checks completed by a third-party company are not accepted. Find out now which police service covers your address and how it handles vulnerable sector requests.
  • You can track your own file. The careers FAQ explains that the Jobs Applied section of your candidate profile shows whether an application is under review, has assessments in progress, is no longer being considered, or belongs to a closed competition.
  • Accessible formats are available on request. The posting directs requests for accessible formats and communication supports to the City's Employee Service Centre at 613-580-2424, extension 12211, and asks candidates contacted for the selection process to say if they need accommodation.

The careers FAQ also outlines a general City hiring process: applications reviewed, interviews for selected candidates, a selection, reference checks, collection of the credentials the posting lists, a language assessment if applicable, then an offer letter and onboarding. The FAQ says that process may vary for certain positions, and firefighter-specific steps, such as any physical or medical testing, are not set out in the posting. For those, the City's job board points career applicants to the Career Firefighter Recruitment page on ottawa.ca. Read that page directly, because the later stages may not match the general outline.

What does Ottawa look for beyond the minimums?

The posting names previous fire service or related-sector work experience as an asset, along with skills from trades, other emergency services and relevant training or education. Its competencies list also asks for a commitment to volunteering and community involvement, ongoing training, and experience operating heavy vehicles such as trucks, tractor trailers and buses.

Most of the rest of the list sorts into four groups. We recommend preparing a short, true example from work, volunteering or sport for each:

  • Teamwork and supervision: following the chain of command, working in a team and in a diverse workplace, and still taking initiative with minimal supervision.
  • Working under stress: the physical, emotional and mental fitness for sustained intense effort, staying effective under stress, and willingness to work in dangerous conditions.
  • Practical judgment: problem solving, prioritizing competing demands, and the mechanical aptitude to operate and troubleshoot equipment.
  • Serving people: customer service to the public and City staff, oral and written communication, and professionalism, integrity and reliability.

How should you prepare for the next Ottawa posting?

Finish everything the posting marks as a required document before a competition opens, because the September 2026 window ran about two weeks, from September 21 to October 4. Then keep the items with limits, your FACT certificate's 24 months and your three-point demerit ceiling, inside those limits until the next posting appears.

A suggested order:

  1. Certificates: NFPA 1001 Level 1 and 2 and hazmat Operations, seals visible, scanned and ready to submit.
  2. Licence: the Z endorsement on the card and a record at three demerit points or fewer.
  3. Aptitude route: a FACT certificate timed to stay current, or Ottawa's own test, which you do not need before applying.
  4. Paperwork with lead time: an ECA if your schooling was outside Canada, and a job alert on the City's board.
  5. Interview examples and fitness: interview examples matched to the competencies above, and training for the sustained effort the posting describes.

If you want FACT-style aptitude practice, the Interview Lab and a 12-week fitness program under one membership, see what Pro and the single Aptitude section each cost. Pro is $149 a year or $19 a month, and one section on its own is $12 a month.

Ottawa's requirements can change between competitions. This guide was checked against the City of Ottawa's Firefighter posting (requisition 23539), the City's careers pages on its job board, and OFAI's Stage One page in October 2026. The posting you answer is the one that governs your application, so confirm every detail against it before you apply.
